Hedge distance from boundary

Hi can someone tell me how far away I need to plant Leylandii from a boundary. Also how do I get around the law 'on what constitutes a hedge' My neighbour has been allowed to build a huge house which now overlooks mine. I have lost all my privacy and will be 'watched' everytime I go into my garden. Thanks
