The Leylandii law  in the UK is very interesting, simply because it is a mess. The leylandii law requires the trees to be planted in a uninterupted line, if there is another type of tree between at least 2 connifers, then it's not a hedge and therefore does not come under the high hedge act, the law is a mess.
